21 POINT RESOLUTION..........

Amidst the pall of gloom that had descended upon the safety, security and very existence of women in this hallowed country, the adoption of a 21 point resolution expressly committed to the protection of the fairer sex should certainly come as a shot in the arm of all those who have come onto the streets demanding the same........


The above mentioned resolution was adopted in our very own Hyderabad during the course of a seminar on sexual violence conducted by the Andhra Pradesh Judicial Academy on Tuesday.........

Some of the recommendations made by an eminent panel comprising of luminairies such as former Supreme Court Judge P. Venkatarama Reddy, senior IPS officers A R Anuradha and Sowmya Mishra and last but not the least chief secretart Minnie Matthew are as under:

# reduction of age of a juvenile to be reduced to 16 years from the present 18 years

# immediate and compulsory ban on anticipatory bail in all sexual assault cases

# recruitment of an adequate number of women police officials

# setting up of crisis counselling centres within the state on a priority basis

# fortifying and strengthening forensic labs within the state to enable efficient and timely DNA testing in all cases pertaining to sexual violence

# urgent and overwhelming need to adopt and enact the Criminal Law (Amendment Bill, 2012) and the Prohibition of Sexual Harassment of WOMEN at Work Place Bill, 2010

# creating a sufficient number of fast track courts to ensure speedy justice in all such cases

# observance of a "women safety week" on an annual basis

# gender sensitisation programme for all existing as well as wannabe police officials

# quick and efficient emergency response system as well as the establishment of a national database of sex offenders

# immediate and urgent need to make laws related to sexual violence gender neutral

# and last but not the least, initiation of punitive action against all those police officials who fail to register such cases as well as allowing the victim to record her statement through video conferencing.

Though, a few well meaning advocates of women's rights including yours truly have been crying themselves hoarse regarding the immediate adoption of all the above mentioned measures and a few more as all these measures will indeed go along way in making India a safe country for it's fairer sex, we neither had a platform or avenue through which we could make our voices heard as well as the stature and eminence of the afore mentioned notables........

One only hopes that the concerned state government and other powers that be within the state will pay heed to all such sage advice coming their way and initiate immediate and timely action on the same; but then what was that about wishes being horses and beggar riding on them.........

The only way that one can see these and other such measures that would have far reaching implications on the safety and security both within the state as well as country being adopted is through women coming out on the streets and other public forums and forcing the government to initiate and introduce all such well meaning measures through the sheer dint of their numbers as the tussle for power is nothing more than a game of numbers and Indian women will simply have to master the same and become "Masters of the Game"........
