Messrs Pahlaj Nihalani and his bunch of loyal sycophants; cronies; acolytes or then chamchas are back to doing what they know best refusing to certify films and leaving fuming and fretting producers in the lurch.......
Udta Punjab; Raman Raghav 2.0; A Weekend In Goa and many such other notables/flicks have been at the receiving end of the rather rather whimsical and dictatorial Nihalani headed Central Board For/Of Film Certification and the forthcoming Punjabi film "Toofan Singh" is the latest victim of Mr. Nihalani's undecipherable style of functioning.......
According to the producers of the above mentioned film the censor copy of the same was submitted to the Board in a Cd as well as DVD format way back on June 22; 2016 as the film was to be released nationwide on July 15; 2016 as scheduled by the producers and exhibitors of the same.......
Three reminders/official reminders; correspondences have been sent to the CBFC by the harried and harangued producers as well as production house but the same have failed to elicit any kind of response from Messrs NIhalani and company who have steadfastly refused to certify the film and bestow a rating/certification on the same without ascribing any reasons for their arbitrary and highly objectionable actions......
Lamenting his fate and rather ruefully smiling at the unceremonious fate of his "labour of love"; producer Dilbagh Singh rather crestfallingly alludes to the fact that he has already incurred losses in excess of Rs. 5.5 crore and counting as a result of the CBFC's refusal to certify his film without revealing or then putting forth any reasons whatsoever for it's marked reluctance to certify the same.......
Shedding light on the subject of this seemingly "controversial and objectionable film" that has the inherent potential to inflame and incite communal passions (if a source closes to the CBFC is to be believed) director Baghel Singh acerbically highlights the irrefutable fact that the flick is a cinematic representation of the the rather eventful and chequered life and times of Bhai Jugraj Singh alias "Toofan Singh" a rather notorious or then heroic gent (depending on your perspective or point of view) who was the mover and shaker or then instigator of the Sikh movement of 1987 that culminated in the meticulous and near perfect execution/assassination of the highly corrupt and malicious police official Gobind Ram who had become the bane of every conscientious and upright Punjabi's existence........
"Bhai Jugraj Singh was a hero who is revered and respected till date as he not only took up cudgels on behalf of all those innocent and defenceless folks who were oppressed by this police officer who had become a law unto himself but also married off more than 1;360 Sikh girls belonging to poor and downtrodden Sikh families who could not afford to meet the exorbitant demands for dowry and other material acquisitions demanded by their prospective life partners and their usurpious families"......
"There is no doubting or disputing the fact that the film depicts a rather turbulent; disturbing and provocative chapter of Punjab's rather chequered and somewhat unsettling history post 1984; but then the same is only a cinematic representation of the life and times of "Toofan Singh" and every other character in the film apart from the protagonist and antagonist are fictional and bear no resemblance whatsoever to any character or soul either dead or living"; the harangued and harassed director forlorny concludes......
Utterly fed up with the mindless/seemingly insane antics of Messrs Nihalani and company the producer of the film has now knocked on the doors of the FCAT tribunal who have condescended to view the film in the first week of October and simultaneously engaged the august services of the same firm of lawyers who successfully presented or then successfully pleaded the case of "Udta Punjab" before the very same tribunal and respective courts strictly in that order.......
One wonders why the government of the day or more specifically the powers that be within the supposedly hallowed precincts of the Information and Broadcasting Ministry are dragging their feet over the long pending issue of implementing the recommendations made by a panel of experts headed by noted and celebrated film maker Shyam Benegal that recommended and proposed wide ranging reforms in the current/prevalent system of film certification four or so months ago.......
