The salutary and detrimental effect that the supposedly tough and far more stringent anti rape law will have on the libidos of wannabe rapists is still a matter of conjecture and crystal ball gazing; but yes the president has accorded his assent and stamp of approval to the Criminal Law (Amendment) Bill 2013, for whatever it is worth......
Power centres within the government who had staked their all on getting this seemingly tough and far reaching law passed must surely be heaving a huge sigh of relief as the law was passed on Tuesday just two days before the February 3 ordinance issued to this effect would have lapsed and gone down as yet another inglorious chapter in the history of the Indian woman.........
Most if not all people are already aware of the fact that this law provides for or envisages far more stringent provisions for rapists and repeat offenders and also introduces stricter punishments for women centric offences such as stalking, voyeurism, disrobing women in full public view and acid attacks to name just a few......
This Bill which came up as a result or by product of the inhuman and barbaric crime perpetrated against the Delhi brave heart Nirbhaya was passed by the Lok Sabha on March 19 and Rajya Sabha on March 21 respectively and has now gone into the statute books and taken concrete shape with the much anticipated presidential assent......
One only hopes and prays that this seemingly draconian law which envisages or provides for capital punishment in cases of rape that either end up in the victim's death or then leaves her permanently incapacitated for the rest of her natural life is duly backed up with far more speedier, professional and time bound investigations as well as speedy trials and sentencing so that it does have the much desired detrimental effect on the heinous and barbaric intentions of wannabe rapists.........

In an allied, belated though largely welcome development, the law ministry on Wednesday announced the setting up and formation of 1,800 fast track courts throughout the length and breadth of this gargantuan country to facilitate and expedite speedy and time bound trials in all crimes perpetrated against hapless and defenceless women........
Hundreds of such courts will be set up in the metros and "A" class cities as these are the places where the incidence of such crimes is the highest; "specific orders have already been passed to the various state governments asking them to provide the necessary or desired space and infrastructure to set up these courts post haste", a senior law ministry official confirmed........
The same official also shared the information that the Supreme and High Courts have already initiated the process of recruiting and appointing a minimum of 2,000 qualified judges to expeditiously man these facilities..........
